The High Frequency Active Ionospheric Research Program, known as HAARP, is a research project established in 1993 that uses radio waves to study the ionosphere. The facility is jointly operated by the US Air Force and Navy, the University of Alaska at Fairbanks, and nearly 15 other US universities. The company that built this facility is Bay Advanced Technologies.According to international rules of environmental protection and armed conflicts, which include articles related to environmental protection during war, such as the 1st Additional Protocol of 1977, the 1949 Geneva Quadripartite Convention (Articles 35 and 55), and the 1976 ENMOD Convention, it is prohibited to use techniques that have long-term, severe, and widespread effects on the environment for military or hostile purposes.Some theories suggest that natural disasters in certain areas are linked to HAARP, antennas, and weapons used by the US military to manipulate the weather. This descriptive and analytical research examines HAARP technology and explores the hypothesis that it could be used for hostile purposes. It seeks to determine whether HAARP is a method or weapon of war and what regulations govern its use.
