Most of the studies and measures that have been carried out in the field of land use planning have been introspective, which can be analyzed from the perspective of political economy in the framework of the Fordist approach. In other words, there is no lack of extroverted approach and attention to post-Fordist views and network economy in these plans. The post-Fordist view or network economy seeks the synergistic planning of production pieces in the flow of economic networks according to geopolitical codes in countries. In Iran, this issue is planned and considered in spatial documents in the form of areas of geographical areas under the title of free commercial-industrial and special economic zones. Therefore, this research with a descriptive-analytical method, while paying attention to the post-Fordist point of view, seeks to explain how the free zones play a role in the preparation of the country's territory in the light of the foreign policy discourse of looking to the east in terms of geopolitical codes in the network economy. The results of the research show that by linking the free zones in the framework of the world's network economy, it is possible to achieve a spatial balance in the country's territory, which is one of the ultimate goals of land development policies, and this requires the reduction of political issues and the openness of diplomacy.
