In response to the creation of smart and electronic cities, a concept called the fifteen-minute city has emerged in the literature of urban management and planning. This concept was proposed for the first time in 2002 by the mayor of Paris, which was liked by the public and scientific communities. Fifteen-minute city is an evolving theory that originated from previous theories such as walkable city, dynamic mobility (human-oriented and non-motorized transportation). The current research examines the experience of Singapore's urban management for strategic planning regarding the walkable and bicycling city policy based on the proximity of the home to commercial, educational and service destinations. In 2020, Singapore's urban management released its Land Use Strategic Plan 2040 Document for the Transport System, an ambitious document for urban regeneration based on the 20-minute city and the 45-minute city. The idea presented in the aforementioned document is very similar to the framework of the fifteen-minute city that was previously implemented in Paris. Therefore, the policies and regulations of Singapore based on the general strategies of transportation were reviewed many times and finally effective strategies were presented to overcome the challenges of realizing the fifteen-minute city, some of which included the need to deregulate the strictness applied in territorial zoning and support institutions.
