City diplomacy and its legal position at the scale of local governments

Abstract
, the scale of urban activity shifted from the local to the global level under the influence of contemporary globalization. One of the fields of urban activity and planning within the globalization system is the city diplomacy. In addition, the implementation of urban activities requires the formulation of formal laws in its specific area. Thus, entry the cities into the process of globalization requires an emphasis on city diplomacy and its principles in laws and urban policies by local governments as well as in the foreign policies of national governments. The methodology of this research is based on the interpretation paradigm, which will be done with a qualitative approach, and its strategy is meta-synthesis. The data are in qualitative format, in descriptive form and include library texts and documents. The required information has been collected through library research, tracking the latest information about urban laws and city diplomacy in Iran. In general, the study and review of the collection of urban laws and regulations of Iran shows that, with the exception of a few examples of laws in the specialized technical and civil field of the municipality, as well as instructions on how to set up a sister city agreement between the cities of the Islamic Republic of Iran and the cities of other countries, there are no specific regulations and low in the field of city diplomacy, and so the main purpose of this article is applying the topic of city diplomacy in the urban management and its laws.
